This base was designed for a city-based superteam, the Mid-Avengers (based in a
mid-America city, not a coast). Their base is in a newly-built office building.
The team's sponsor owns the building, but rents it out (like the FF with the
Baxter Building). The actual base is on the top floor (20th).

For a seven-member team, the base cost is two points per character.
