The Serpent Society:

These villains were organized by Sidewinder, who would guarantee to
break members out of jail if things went bad.  He eventually retired
and was replaced by Cobra as the group leader.  They mostly fight
Captain America, although they have made some other appearances.  They
don't try to conquer the world, and they don't spend most of their time
in jail, unlike some villains.

Many of these guys would actually be appropriate for a beginning level
(225pt) Champions game.  It usually takes 4 or more of these guys to
give Captain America a good fight.

Many of these guys are pretty simple, so I'm doing them 3 at a time
instead of two at a time.
